Description

Noticed while fixing ~~GRADLE-3275~~. A UnionRule containing both an explicit exclude rule and another union rule will skip the union rule, due to the return of super.doUnion as soon as the explicit rule is encountered. Unclear if this is occurring in the wild. Creating issue to track fix.
