the gradle plugin publication plugin does not allow publication of plugins with numeric characters in its id, but the plugin resolution itself supports numeric characters.

This seems like a bug in the publication plugin.

As announced on the Gradle blog we are planning to completely migrate issues from JIRA to GitHub.
