From the javadoc for File.listFiles():

"The array will be empty if the directory is empty. Returns null if this abstract pathname does not denote a directory, or if an I/O error occurs."

We have a number of places in the code where we do something like:

for (File file : getBaseDir().listFiles())

{ // do something }

When there is an I/O error in the underlying native system call for listFiles(), it will return null and then when we attempt to iterate over the null object, a NullPointerException occurs. We should try to catch this and throw a cleaner error than an NPE.
