 Description   

It would be useful for the IDE to be able to determine a list of plugins that has been applied to any given project.

For example, to verify constraints such as "any project that has the 'war' plugin applied should also have the 'eclipse-wtp' plugin applied".
This issue is blocking https://issuetracker.springsource.com/browse/STS-2192

Currently projects that have the 'war' plugin applied will import into STS, but won't work correctly unless the eclipse-wtp plugin is also applied.

As announced on the Gradle blog we are planning to completely migrate issues from JIRA to GitHub.
