Add support for Ivy "deliver" functionality which would resolve dynamic artifacts into at-the-time fixed versions. Currently if the dependency artifact version is configured as "latest.integration", upon publishing that artifact its ivy.xml has "latest.integration" for the version instead of having the fixed version of whatever the "latest.integration" version is at the time.
