This appears to be a limitation of the Ant classes we're using.

OP is trying to unzip the Eclipse installer: https://www.eclipse.org/downloads/download.php?file=/oomph/epp/mars/R1a/eclipse-inst-win64.exe

The file appears to be a "eclipse-inst-win64.exe: PE32+ executable for MS Windows (GUI) Mono/.Net assembly", so maybe it's laid out in a different way. The example self-extracting zip works from here still: https://bz.apache.org/bugzilla/show_bug.cgi?id=16213

This fails silently because we treat the file as an empty zip file. Command line unzip -l $file shows something sane.
