This is possible using a 'changingPattern' for an ivy DependencyResolver, and by default *-SNAPSHOT is considered 'changing' for a maven repository. It is also possible to use standard Groovy to set the 'changing' property on first-level dependencies based on any criteria.

But it is not possible to mark a transitive dependency as changing. We should provide a way to do this for any declared repository, or for any module.

This can be done via component metadata rules.
