 Description   

If it is deemed that the Antlr plugin will only handle Antlr 2 I propose that the plugin treat the Antlr jar as if it were defined in 'compile' configuration. It is handled through a specific configuration ('antlr') currently, specifically in terms of "exporting" (to pom, etc) transitively. That is because in Antlr 2 both the build time and run time classes are in the same jar. If using Antlr 2, users would always be defining both right now.
