Eclipse plugin generates incorrect path for library javadocs

Description

For both library and variable classpath entries, the javadoc path should be a jar: url, rather than a path to the jar file. For example: 'jar:file:/home/adam/.gradle/cache/commons-io/commons-io/javadocs/commons-io-1.2-javadoc.jar!/'
